History of CSE in Malawi

Comprehensive Sexuality Education for Out of School Youth started long time ago, around mid-90s in Malawi but in different forms. Predecessors to CSE were Life Health Education in late 90s, Family Life Education (FLE) in early late 90s to 2000s, Population Education around 2001 to 2005 and then Life Skills Education from around 2006 to 2012. CSE in its current form was developed from around 2016 until today and has gone through several refinements. The current framework started being implemented in Malawi in 2018.

What is Out of School Comprehensive Sexuality Education

Comprehensive Sexuality Education refers to curriculum based education that approaches sexuality and relationships among young people with information that is; gender and rights-based; age appropriate; culturally relevant; scientifically accurate; realistic; and non-judgmental.

What does the Package Contain?

The Malawi OOS CSE Package contains but not limited to the following:

What policies exist or were developed to support it? 

CSE is delivered through the following frameworks both nationally and internationally:

  • ICPD Programme of Action (1994)
  • ESA Ministerial Commitment on CSE and YFS (2013)
  • UN International Guidance on CSE Vol 1&2 (2009)
  • UNFPA Operational Guidance (2014)
  • International Technical and Programmatic Guidance on Out of School CSE - 2020
  • Malawi Youth Policy (2013 but under review)
  • Out of School CSE Programme Framework

How is OOS CSE Delivered?

The OOS CSE package is delivered through Youth Lead Facilitators. These are trained young people who play an important role in community-led approaches and they remain vital in providing CSE education within local communities especially young people who have limited opportunities in acquiring right and factual content that can help their lives.
